Nepean Blue Mountains Local Health District (NBMLHD) Partners with 3E Group to Reduce its Carbon Emissions & Energy Consumption


As a proud member of an international network of hospitals & health systems committed to minimising their environmental impact, the Nepean Blue Mountains Local Health District (NBMLHD) wants to ensure that their sustainability plans creates a climate-resilient healthcare system in line with government goals and according to best practice.

NBMLHD have partnered with  3E Group (formerly Ecosave Australia & NZ) to reduce their facilities’ carbon emissions & energy consumption through an Energy Performance Contract (EPC) which is expected to reduce baseline energy consumption by a third (32.6%).

The EPC was greenlighted by the NSW Ministry of Health to directly support the NSW Government Resource Efficiency Policy (GREP) objectives and the project is financed via the NSW Government Finance Facility, a treasury loan structure that allows the energy savings to be used to pay for the EPC’s capital cost.


  • Ensure NBMLHD meet its obligations to the New South Wales Government’s Draft Climate Change Fund Strategic Plan & Resource Efficiency Policy to achieve zero carbon emissions by 2050.
  • Implement energy and emission reduction measures & upgrades across five of its sites including Lithgow, Portland, Nepean, Springwood, and Blue Mountains District ANZAC Memorial Hospital.


3E Group team of engineers have designed a comprehensive suite of bespoke energy conservation and emission reduction solutions for NBMLHD, including:

  • 16,850 LED upgrades with new lighting controls across all five NBMLHD sites.
  • 1,024 kilowatts (kW) of Solar PV
  • Submetering: including 231 electricity, 20 gas and thermal energy submeters.
  • Building Automation, monitoring and analytics
  • Mechanical equipment upgrades (geothermal heat pumps, Domestic Hot Water equipment, Variable Speed Drives)

This landmark project will set the benchmark for energy savings in the health sector, providing a framework for emissions reduction that can be rolled out across NSW’s health facilities

The EPC is currently being implemented over a two-year period with expected completion in second half of 2023. The EPC includes ongoing monitoring and building optimisation services for 7 years post implementation.

  • Equipment upgrades will generate more than $259,000 in Maintenance savings
  • Better control & understanding of site load & consumption.
  • Improved building occupant comfort due to better lighting levels, heating & cooling (thermal comfort), and HVAC system performance.
  • NBMLHD’s carbon footprint will be significantly smaller through better energy & resource management across all its sites.
  • Complete turnkey project delivery upon the EPC’s conclusion including Measurement & Verification of savings over the EPC contract.
  • Significant decrease in GHG emissions & energy savings across all NBMLHD’s sites & facilities

These projects will help NBMLHD achieve our commitment to reducing our environmental impact through energy management and resource effectiveness as outlined in the NBMLHD Sustainability Plan 2019-23
